According to that writeup, Shepherd describes offshore breezes after sunset, convectional updrafts, and occlusion from buildings. He then names hair, debris, water, and swamp grass.

Insider Gaming says an example of the thunder is visible in one of 12 new gameplay screenshots. Set next to a GTA V storm, which mostly changes the shine on the street and the way clothes and grass take the wind, the new line adds building occlusion, rooftop debris, and water off a lamppost.
Dexerto reports wind on hair, water, and debris, and rain that can soak one part of Leonida while another stays sunny. GamingBolt says the description also includes moving storm systems and wet surfaces that persist after the rain. IGN summarizes the comments as dynamic cloudscapes, localized persistent rain, and dramatic thunder and lightning. Will That Storm Change the Getaway?
Insider Gaming says Shepherd does not share how often major storms occur, or whether they affect gameplay or the story. You cannot plan a score around a Leonida hurricane from these lines.
Viewers are already casting the hurricane as a mission. On Everything Confirmed About GTA 6's Weather, an unverified comment hopes for a hurricane mission, waterspouts over the water, and flooding that would force a different route, the detour that viewer pictures from an RDR2 flood. Comments on EXTREME Weather In GTA VI argue over a scripted job or a random free-roam cell, and some talk as if Trailer 2 already showed a hurricane. That talk is not in the Shepherd quotation.
Hair, rooftop debris, swamp grass, and water gushing off a lamppost are what a getaway would notice from this interview. Until someone ties that gust to a route or a job, Leonida storms are a look you can stand in, not a score you can plan.
