Why the Store Says PEGI 18 but PEGI Says Nothing: GTA 6's Age Ratings, Country by Country

The PlayStation Store in 15 European countries shows GTA 6 as PEGI 18. PEGI's own database shows zero results. Both are true, and for parents the answer is the same everywhere: it's for adults.

As of October 7, the PlayStation Store in the UK and 14 other European countries shows Grand Theft Auto VI with a PEGI 18 badge, while a search on PEGI’s own database, pegi.info, returns “Found 0 results.” In the US it’s simple: the ESRB rates the game M for Mature 17+, and the listing is live on ESRB.org.

Europe has a rating on the shelf and nothing in the filing cabinet.

Claim. GTA 6’s European PEGI 18 is real on the store and missing from PEGI’s books. That gap is about paperwork and timing, not about who the game is for.

Evidence. Official: ESRB.org lists M for Mature 17+ with seven content descriptors plus In-Game Purchases. Store listing (our check, October 7): PEGI 18 in 15 European PlayStation Stores, R 18+ in Australia, R18 in New Zealand, and still pending in Germany, Japan and Brazil. Official absence: pegi.info has no entry. Reported (IGN, VGC): PEGI posted a detailed PEGI 18 page on October 2 and pulled it the same afternoon.

Verdict. Every board or store that has put a number on GTA 6 says 17 or 18 and up. What’s still open is which boards sign off and when, not whether a 12-year-old should be playing it.

  1. August 27 — Australia’s Classification Board issues an R 18+ record (Reported, GTAVice).
  2. Week of September 22 — UK posters and dummy boxes carry a provisional PEGI 18 (Reported).
  3. September 29–30 — PEGI 18 badges start appearing on European PlayStation Store pages (Reported).
  4. October 2 — PEGI publishes a long PEGI 18 page. By 2:39 p.m. ET, IGN reports it’s gone. New Zealand enters its R18 the same day (Reported).
  5. By October 3 — ESRB.org shows M for Mature 17+ (Official).
  6. October 7 — pegi.info: 0 results. PS Store: PEGI 18 in 15 countries; Germany, Japan, Brazil pending (our check).
  7. November 19, 12:00 a.m. ET (US store listings) — launch, with or without the paperwork.

Why the store badge came first. Rockstar, Sony and PEGI haven’t explained it.

A Store Badge Is Not a Rating Certificate

Here’s the part nobody prints on the box. Digital stores like PlayStation, Xbox and Nintendo can get their age badges through IARC, the International Age Rating Coalition. A publisher fills in a questionnaire in the store’s submission portal, and IARC’s system spits out a rating for each region instantly. In IARC’s own words, it “assigns ratings instantly without rating authorities’ review of the product prior to its release” (Official, IARC FAQ).

Two more lines from that FAQ explain a lot. IARC “does not host a centralized website for rating information,” and boards that do publish IARC ratings only do so “after the product has been published on the storefront.” Boxed games are different: because IARC ratings may need fixing after release, a physical copy generally needs the rating board’s own certification.

So a PEGI 18 can show up in the PlayStation Store before PEGI’s database says a word. We don’t know that IARC is the source of GTA 6’s store badge. It could also be a provisional label. GTAVice reports some Xbox Store pages still say “PEGI 18 Provisional,” and the Singapore PlayStation Store shows an “IARC 18+” (Reported). Neither Sony nor Rockstar has said where the European badge came from. Our best guess is the digital pipeline. That’s an Estimate.

The PEGI Page That Lasted One Afternoon

On Friday, October 2, PEGI published a full PEGI 18 entry for GTA 6, with a content note far more specific than PEGI usually writes. As copied by outlets before it vanished, it said violence is “bloody with a high degree of realism,” including “detailed decapitation and dismemberment.” It said “cocaine can be carried around by the player and snorted directly from their hand at any time.” It also described paid private dances where “the game allows the player to move their hands onto the dancers’ breasts and buttocks” (Reported, IGN, VGC, GTAVice).

By 2:39 p.m. ET, IGN reported the page read “The requested page could not be found.” Neither PEGI nor Rockstar has explained why. We searched pegi.info again on October 7: still zero results.

Treat the wording as a snapshot of a page that no longer exists. It lines up with the boards that have rated the game, but nobody has republished it. The full story is in GTA 6 PEGI rating pulled, and the private-dance line is in /814.

The US Rating Is Done: M for Mature 17+

North America is finished. ESRB.org lists Grand Theft Auto VI for PlayStation 5 and Xbox Series as M for Mature 17+, with seven descriptors: Blood and Gore, Intense Violence, Mature Humor, Nudity, Strong Language, Strong Sexual Content, and Use of Drugs and Alcohol. It also carries the In-Game Purchases notice (Official). GTAVice points out the descriptor list matches GTA V’s exactly (Reported).

Two things are missing. The ESRB hasn’t posted its long rating summary, the paragraph that explains which scenes earned which label. And “In-Game Purchases” is a ratings label, not Rockstar announcing a cash shop. The game launches single-player. More: the In-Game Purchases badge.

One legal footnote: in the US, the ESRB rating is an industry system, not a law. That’s different from the next two countries.

Australia and New Zealand Made It the Law: 18 and Over

Australia’s PlayStation Store shows R 18+ with Drug Use, High Impact Violence and Sex Scenes (Store listing). GTAVice reports the Classification Board’s record was issued August 27 with the consumer advice “High impact violence, sex scenes and drug use” (Reported). The Australian government’s own definition doesn’t leave wiggle room: R 18+ games are “legally restricted to adults 18 years and over,” and a buyer may be asked for proof of age (Official, classification.gov.au).

New Zealand’s store shows R18 with Drug Use, Graphic Violence, Nudity, Offensive Language and Sex Scenes (Store listing). GTAVice reports the Classification Office entered it on October 2. In New Zealand, that’s a legal restriction too.

If you saw an “X 18+” for Australia in late September: that icon turned up in a PlayStation ad and then disappeared. X 18+ is a film category. Ignore it.

Germany, Japan and Brazil Are Still Waiting

On October 7, Germany’s PlayStation Store said “USK Rating Pending,” Japan’s said “CERO Under Review,” and Brazil’s said “ClassInd Rating Pending” (Store listing). Germany doesn’t use PEGI. It has its own board, the USK, and German outlets play3.de and GamesWirtschaft report the USK needs a final build before it decides (Reported). Pending means no decision has been published. It doesn’t mean a ban.

The Gulf is its own story. GTAVice reports the Saudi Xbox Store lists GTA 6 at 21, and Notebookcheck reported 21+ for Saudi Arabia and the UAE on the PlayStation Store (Reported). We covered what that means for Arabic players in /443.

One correction to the internet: a September report said Mexico’s store showed a “D” rating. When we checked on October 7, the Mexican PlayStation Store showed ESRB Mature 17+. We’re going with the store. Country pages: Germany, Japan, Brazil, Australia.

What It Means for Parents and Gift Buyers

The short version: whichever badge your store shows, GTA 6 is an adults’ game. The labels differ, but the list doesn’t. Realistic gore, drug use, nudity and sex, and strong language show up on every board that has rated it.

If there’s a younger player in the house, the console does the gatekeeping, not the game.

  • PS5: sign in as the family manager, add the child under Settings → Family and Parental Controls → Family Management, then set an age level for games. Set a monthly spending limit while you’re there.
  • Xbox: in the Xbox Family Settings app, turn on content filters. The ESRB’s example: set a child’s limit to 11 and they can play games rated up to E10+, but not T or M.
  • Gift copies: the boxed version is a download code, so the console’s account settings still apply. More in the gift guide.

  • Why PEGI pulled its page, and when a PEGI entry will appear on pegi.info.
  • Whether the European store badge is IARC-generated or provisional.
  • When the USK, CERO and ClassInd decide.
  • When the ESRB posts its long rating summary.

The Official Clock

Pre-load opens November 12. GTA 6 unlocks November 19 at 12:00 a.m. ET, per US store listings. Some boards may still be catching up by then. The game won’t be getting any younger.
